Finding/applying for rental housing

I am filing a complaint or need information on how to file a complaint with the city of Contra Costa and the rental increase. I believe the city of Contra Costa should have rent control. It seems that everyday the prices are increasing and becoming unaffordable to the working class. Due to this outrageous spike, I was unable to afford a home for me and my children; I was forced to move in with my mother.

The 4 units in our building received a 40% and 65% increase within a 60 day period directly after the sale of our building in June of this year. Bailey Property Management offered us $2900.00 plus our security deposit back to leave the apartment 'immediately'. We could not accept their offer because we had no place to go to and we had no way of leaving in such short notice. They responded by serving me with a 3 day notice to quit on the @nd of September, only 24 hours after Sept. 1.

In June of 2012, my three children and i moved into a 4 vedroom rental unit with the assistance of the government (section 8).

What started as a happy beginning, quickly became one of the hardest struggle ive ever encountered.

My issue is more general and a common frustration among people like myself, who make too much money to qualify for "affordable housing" but not enough to afford the rising rents.

I moved into the complex four years ago, after receiving a Housing Choice Voucher. The apartment was not painted nor was the carpet cleaned. However, the complex was friendly. Last year, the on-site manager, who had managed the complex for 15 years, was suddenly replaced by a property management company. We immediately began getting notices on our doors warning us of fines for littering, loitering and other rule infractions. I also received a notice saying I owed $15 for rent. I asked for and received a print out of the ledger and racked my brain trying to figure out how I owed $15.

I would like to know how are these owners/rental agencies legally allowed to charge an undetermined,unregulated application fee? How do we as renters even know if credit application is ever processed and not just milked out of our money?

On May 14, 2015 I contacted the Better Business Bureau for help with a concern about late fees that the property management company I pay rent to charged me. After the BBB contacted the Management, the company retaliated against me and served my 84 year mother, my daughter and me with a 60 day notice on May 19, 2015 to move out by July 18, 2015. They stated to the BBB that I have registered excessive maintenance requests I believed that I was within my legal rights to inquire with the BBB and my obligation to let the company know of impinge nance issues but it seems that I am not.
