Private Landlord -- No Rent Control

When I moved into my condo it needed alot of repairs. The repairs included: non working heat/air unit, no working fire alarms, painting/walls were badly soiled, and patio storage filled with all sorts of junk left from former tenant. The landlord agreed to credit the work. After moving in, discovered that the heat/air unit did not work, and didnt realize that there was no hood or venilation for over stove. When there's smoke from kitchen must open window. A few months after moving in I lost my good paying job, and fell behind 2 months in partial rent. My landlord and I discussed that he was suppose to give me a credit, which repairs with labor were at around $1,500. He decided to give me a 3 day notice which does not credit me the verbal/in writing agreements. After getting the 3 day I went the next day and filed a small claims based on his promise to credit. He had a attorney post the 3 day on my front door. After sharing with his attorney my side of story, and the emails of where I was to be credited he became neutral. Now, my stingy landlord has extended me until this monday to pay the remainded of this months rent which is 800, I already paid $500. He said in writing "Email" with cc to his attorney, do not discuss repair cost anymore, just pay the rent than we can talk about deduction in the future. His attorney agreed with landlord. Isn't this illegal. He only decided to serve the 3 day notice when I would not agree on the full amount owed for back rent. Please Help!
