My landlord continues to use the bottom floor of our apartment, illegally converted into a separate unit, as a party space. They are drunk and loud and have ruined our garden in the back yard. They forget to pay the electricity on a regular basis. We have already had our power shut off once because of this, and on several times only avoided a shut off because one of us happened to be home. Whenever we call them on their unprofessional and lax behavior, they become vicious and threatening.

Services provided by the Fair Housing Council include fair housing enforcement and education, landlord/tenant counseling, mediation and homebuyer HUD counseling which includes first-time homebuyer education and mortgage default counseling.
The California Civil Rights Department (CRD) is responsible for enforcing state fair housing laws that make it illegal to discriminate against or harass someone because of a protected characteristic, such as their gender, race, national origin, sexual orientation, gender identity, or religion. The EDC provides legal assistance to people who are in legal proceedings for eviction in San Francisco. EDC connects tenants directly with the attorney that will represent them for free through trial.
EDC also runs the Rental Assistance Disbursement Component (RADCo) program, which provides interest-free loans and grants to tenants residing inSan Francisco who have fallen behind in their rent due to a temporary financial setback.
