Private Landlord -- No Rent Control

Our landlord has been "ok" with most things. He has, however, been very lax about fixing things. In fact, so lax, that 3 years went by before he purchased a new fan for above the stove. He never cleans the common space. The carpet in the common space is the same carpet since the 70's, and it clearly hasn't been washed since then.

My big issue, however, is that we planned on moving out after 3 years there, and I was told upon notice that his accountant was preparing a statement for us that shows the rental increases that are due for each retroactive anniversary since we moved in. In short, he is charging us for extra retroactive rent, and it's illegal.

He never raised the rent in the 3 years we lived there. But now he wants to play "catch up". I will update this posting once I learn if he plans to retaliate, once I tell him that we're not paying anything.

The law states that the landlord must give the tenants 30 days notice of any rent increase, and such increase begins on THAT 30th day. Retroactive increases are ILLEGAL.
