For over twenty years, the Costa-Hawkins Rental Housing Act has been a disaster for California renters. A special-interest statewide law backed by the real estate industry that passed in 1995, Costa-Hawkins ties the hands of cities when it comes to protecting tenants from landlords who charge runaway rents:

Court Sides With Real Estate, Sacramento City Council Over Sacramento Renters
A Sacramento Superior Court judge ruled Friday to pull a citizen’s initiative charter amendment from the ballot after the City of Sacramento sued to remove it. The ballot measure, which would have enacted rent control in Sacramento if approved by voters, was validated by over 50,000 signatures from Sacramento residents.

Baldwin Park approves rent control measure, what it will and will not do – San Gabriel Valley Tribune
Baldwin Park apartment dwellers are set to receive some relief from large rent increases after the City Council unanimously passed a rent control measure Wednesday.
As part of the proposal, rent increases for apartments in the city will be capped at 3%, and no more than one increase will be allowed in a 12-month period. It also requires landlords to have “just cause” before evicting tenants.
