LA. Loses 21,000 Rent-Stabilized Housing Units Since 2001, Thanks to Ellis Act

The city of Los Angeles has lost 21,200 rent- stabilized housing units since 2001, according to an interactive map released Monday by a nonprofit tenant advocacy group.

The Coalition for Economic Survival produced the map in conjunction with the San Francisco-based Anti-Eviction Mapping Project to show where units have been lost through Ellis Act evictions that allow landlords to exit the rental market under certain conditions.

Elderly San Francisco Woman Spends Dying Days Fighting Eviction by Tech CEO

When doctors said Beatriz Allen might only have a few weeks left to live, death was not the biggest threat looming over her family. Her landlords had set a deadline of 9 May for her eviction – right around the time that doctors predicted she might die.

The eviction battle gave the 81-year-old San Francisco woman nightmares, and took a toll on her waning health, according to her family. And on 30 April, Allen went to sleep and never woke up.

Amid skyrocketing rents and a housing crisis, Los Angeles Mayor Eric Garcetti Friday signed and praised a new law that aims to strengthen enforcement of the city's Rent Stabilization Ordinance.

The law will require landlords who demolish rent-controlled units under the Ellis Act to either replace them one-for-one with affordable units or make 20 percent of new units affordable, depending on which is higher.

It’s been well over a month since Measure S was defeated, but concerns raised by the contentious ballot initiative are still fresh in the minds of L.A. politicians.

Santa Monica Rent Board Endorses State Bills to Turn Back Clock on Housing Lease Laws

Santa Monica Assemblymember Richard Bloom’s bill that would allow for the return of extreme rental housing price control eliminated two decades ago has received a mixed reaction statewide.

But his bill has the full support of the Santa Monica Rent Control Board. The board voted unanimously Thursday to endorse Bloom’s proposal (AB 1506).

The board also endorsed another of Bloom's bills, AB 982, that would require landlords to provide a one-year notice to tenants before evicting them under the Ellis Act, which allows property owners to get out of the rental business.
