Private Landlord -- No Rent Control

I have lived in my apartment for over 12 years in a QUIET complex. There have been no upgrades to my unit - except for those that I have paid for. I pay my rent on time, I am quiet and responsible. My property manager recently rented a small 2 bedroom unit to a family of 5 - all three kids under the age of 5. This unit has no yard and no open space so the children are everywhere and are LOUD. There is chalk drawings all over the building and sidewalk, they have ripped off the screen door which is laying in the pathway and apparently there is nothing that can be done to modify their behavior! I understand families need a place to live but what about my rights? I pay the same amount of rent but yet it is my quality of life that has been hurt in this transaction and I have NO recourse. I am trying to find out if this many people in this small of a space is a zoning issue but having no luck. I have left messages and notes to the property manager about the situation and nothing has been done. I have lived through years of bad neighbors...drug dealing, partying all hour of the night kind of neighbors but this is out of control. Do all tenants have rights or just families that "could be discriminated against"? would love to hear feedback from those who have had to deal with this situation.
