I live in a low income senior complex in West Sacramento. We have 120 units here and this is a tax credit property.
This complex is new, opened in late April, early May 2008.

We were told when we signed our lease that this complex would be a fully gated community after all apts. were rented. Months ago a community letter was sent out to us stating that we were now a full complex. We waited and waited for gates. We got 2 side gates, but none to the main entrance.

One by one we went to the management and asked when we would be getting a gate to the main entrance and were told we would not be getting one because the fire department said it was against code.

I have emailed and talked to the Fire Marshall here in West Sacramento and he informed me that he attended all meetings pertaining to this site and approved a fully gated community.

I brought this to managements attention and they back slided saying that the owners will not put in a gate at the main entrance.

We have had several thefts here and cars broken into. We have street people coming into this complex rooting through our garbage dumpsters all hours of the day and night. We have traffic in and out of here all hours of the night.

We are frightened for our safety. West Sacramento is considered one of the worst areas in the nation per capita for crime of all types. I googled "crime statistics for West Sacramento in the 95605 zip code" and was astounded what was in that report.
100 being the safest we were ranked 8. We have a 1 in 16 out of 1000 chance of being a victim of a violent crime and personal property.

What can we do to protect ourselves? What organizations can we contact to try and force the owners to make this a fully gated community?

We have been given in our lease a list of rules. These rules seem not to be for the Russians that live here. We are being discriminated against in our own community.

Our leases are up this April and we were told that our rent was going up $15.00 a month. We are all on Social Security and cannot afford an increase, we can barely make ends meet now.
